Background

Pursuant to the Political Parties Act, all units of a political party must report their revenues during the year to a central register.

The reports contain a complete overview of the income of the party organisation distributed by government grants, income from own activities, donations from private individuals and others, as well as internal transfers. In addition, donors who have made one or more donations to a total value of NOK 30 000 or more to a party's head organisation, NOK 20 000 to a county organisation or NOK 10 000 to a municipality organisation are to be identified. This also applies to donors with whom the party organisation has entered into a written political or commercial agreement.

Party organisations with an income of less than NOK 10 000 apart from government grants is exempt from reporting their revenues. They are obliged to make a declaration that such is the case

The reported information, including the overviews of the income, declarations and identified donors are published on www.partifinansiering.no. Party organisations which have failed to comply with the requirement to report within the deadline will be identified when the figures are published.

The Political Parties Act stems from the work of the Committee for democracy financing. The committee was set up in October 2003 to evaluate the funding of the Norwegian democracy and the transparency of the funding of political parties. The committee submitted their proposal at the end of 2004, based on which the Government proposed an Odelsting Proposition in spring 2005. The Storting passed the Political Parties Act on 17 June 2005.

Statistics Norway is responsible for the party funding register (section 9 of the Act).
